The Program

The Australia Awards Papua New Guinea (AAPNG) Facility is designed to promote knowledge, leadership and enduring ties between Australia and Papua New Guinea (PNG). It aims to build knowledge and skills to address PNG’s economic and development challenges through international scholarships to Australia and scholarships in PNG.

It offers the next generation of leaders in Papua New Guinea opportunities to acquire professional and technical knowledge and skills relevant to the priorities of the Government of PNG. The program ensures opportunities are provided for women, people with disabilities and people from rural and remote locations. The program supports alumni to use their skills, knowledge and networks to drive change and innovation.

AAPNG includes three study options:

  • Australia Award Scholarships for Papua New Guineans to undertake long-term study in Australia, primarily at the postgraduate level;
  • Australia Awards Short Course Awards for Papua New Guineans to undertake short-term professional development study in Australia or PNG, often receiving an Australian qualification; and
  • Australia Awards In-PNG Scholarships for Papua New Guineans to undertake long-term study in PNG to meet critical workforce gaps.

As a further extension of these scholarships, the AAPNG Facility supports the PNGAus Partnership Secondary Schools Initiative which connects Australia and Papua New Guinea’s students, teachers and principals to build capability and deepen people-to-people links to underpin the enduring partnership between Australia and PNG.

The AAPNG Facility also facilitates the PNGAus Partnerships for higher education which involves projects that develop partnerships between Papua New Guinean and Australian higher education institutions to strengthen PNG institutions’ capacity in teaching, learning and research in alignment with the Government of PNG’s higher education reform agenda.

To deliver Australia Awards outcomes, AAPNG has six stream activities: Australia Awards; PNG and Pacific Awards; Short Course Awards; Alumni Engagement; Secondary Schools; and Higher Education. AAPNG is managed by Tetra Tech International Development, on behalf of the Australian Government.

The Position

The Shortlisting Specialist will support the selection process for Intake 2022 Australia Awards Scholarships, providing specific inputs that will contribute to the overall selection of awardees through a merit based and transparent process:

  • Evaluate written scholarship applications according to a given Assessment Framework and using DFAT’s Online Australia Awards Scholarship Information System (OASIS);
  • Provide consolidated, evaluative comments on each applicant to substantiate rankings, including capacity to study at postgraduate level in Australia, leadership potential and ability to contribute meaningfully to PNG’s development;
  • Deliver a recommended ranked list of eligible applicants to the Australia Awards Manager. The list will be used by the AAPNG Joint Steering Committee to shortlist applicants for interview;
  • Provide a concise process report, including proposals to improve the ranking exercise.

The Person

Selection Criteria:

Qualifications

  • Qualification at Master’s level or higher from a recognised university

Experience

  • 10 to 15 years of relevant experience
  • Experience working in the NGO, CSO, or private sector
  • Experience assessing applications and applicants against set criteria
  • Experience working under pressure and to tight deadlines
  • Experience working in a developing country, preferably PNG
  • Experience working with international students in a university (desirable)
  • Knowledge of DFATs policies related to gender and disability (desirable)

Knowledge and Skills

  • Demonstrated knowledge of the Australian university system
  • Sound judgment, enabling evaluation of applicants and their potential to succeed in studies in Australia and contribute to development on completion
  • Ability to work objectively and with neutrality
  • Ability to work collaboratively
  • Knowledge of the Australia Awards Scholarships program (desirable)
